Not every increase can be translated into development and not every decline means regress. Cities and regions are very complex organisms. We cannot reduce them to merely infrastructure or number of apartments. We are mostly interested in the mechanism that creates value in them. We enter deep into basic socio-economic relations, we factorise them and bring them back together creating the development optimum. We set the direction of the development path that should lead to a possibly high level of society well-being. It means having money and also having an array and variety of options of spending this money in most effective, interesting, and satisfactory way. Only then can we talk of a meaningful management of city’s natural element. Only then can we increase the probability of a successful life.
