Poznań Agglomeration Strategy

Mr. Marek Bańczyk was invited to cooperate in defining the Poznań Agglomeration Strategy. The project is coordinated by the Centre for Metropolitan Studies under the supervision of Prof. Tomasz Kaczmarek.

PARTNERSHIP

Public-Private Partnership (PPP) is a form of entrepreneurial cooperation of public and private sector. Services we offer are the result of our long-lasting consulting activity in the area of partnership cooperation. Our area of expertise lies in designing schemes of projects functioning which scale and significance require more than one financing source. Public sector subjects not always dispose of sufficient financial resources for construction of new premises or for capitalisation of certain infrastructure areas. One of solutions we propose is to invite the representatives of private sector to participate in the project and to execute the project with the help and participation of PPP. PPP is a form (an instrument) of effective fulfilling of public tasks by the administration (or rather by the power executed by the administration), especially in the field of public services cooperating with private partners. The construction and modernisation of infrastructure is a mere consequence of effective execution of certain tasks given to the local authorities.

The aim of PPP is to efficiently fulfil given tasks and not to be responsible for the infrastructure as such. Possible scenarios of cooperation based on PPP conception are a means (tool) in the hand of authorities, helping the authorities to fulfil their obligations towards the people, their political obligations.

Managing projects adjusted to be implemented in the PPP mode and preparing the most crucial element – Public-Private Partnership Agreement – is a very important part of our consulting expertise. This process is a consequence of economic, financial and legal analysis of the project, assuring optimal financing and savings possibility – necessary for all the PPP approved projects throughout the project life cycle.
